The Role: Payroll and Human Resources Manager

Location: This job is work from anywhere (remote) with the option to come into the office. Must live in Arizona.

We're seeking a Payroll and Human Resources Manager to oversee all aspects of the ADP Workforce Now Payroll System and provide HR support limited to benefits administration, recruitment, onboarding and offboarding, and policy and procedure development.

In this capacity, as a full-time salaried exempt employee, the Payroll and Human Resources Manager reports to the Chief Financial Officer to oversee:

PAYROLL

  • Semi-monthly payroll processing for 70+ employees including salaries, benefits, garnishments, taxes and other pre- and post-tax deductions
    • Ensure payroll records are complete and updated in ADP Workforce Now
    • Ensure raises and promotions are processed in a timely manner
  • Manage hourly employee timekeeping systems
  • Reconcile payroll deductions with benefit plans, charities and other pre- and post-tax deduction plans
  • Update master payroll excel file on a timely basis. Submit payroll journal entries and help with general ledger reconciliation
  • Ensure tax compliance in all state and local jurisdictions; manage all compliance with Federal, State wage and hour laws
  • Provide information and answer employee questions about payroll related matters
  • Provide training as needed (i.e., Managers, staff) to ensure compliance and full utilization of ADP Workforce Now.
  • Prepare and maintain employee payroll files, assuring accuracy, compliance and confidentiality.
  • Track and maintain employee PTO policies and accruals in ADP Workforce Now – cross check to PTO balances in Workamajig
  • Assists employees in registering for or resetting access to ADP Workforce Now. Provide various reports and/or reconciliations for payroll, benefits, headcount and other data and required and requested by management
  • Troubleshoot system issues with ADP Workforce Now
  • Process all terminations in ADP Workforce Now ensuring accurate, final pay calculations

BENEFITS ADMINISTRATION

  • Administer all employee benefit programs such as medical, dental, vision, life, disability, HSA, and 401(k) programs
  • Provide benefit presentation for all new hires during the onboarding process. Distribute enrollment materials and determine eligibility
  • Process participant 401(k) enrollments, terminations and changes, perform reconciliations of employee data between Principal.com and ADP Workforce Now Process electronic transfer of funds to 401(k) accounts for employee contributions and loan payments
  • Assist employees regarding benefits claim issues and plan changes
  • Work with benefit partners for support needs, including but not limited to plan design, claims administration and appeals, COBRA, 401(k) administration, and data integrity
  • Prepare and setup meetings designed to help employees obtain information and understand company benefits
  • Work with the CFO and insurance brokers to conduct annual benefits review. Conduct research, analyze plan options and conduct cost analysis.
  • Ensure the accuracy of all benefit enrollments and provide vendors with accurate eligibility information. Update database with new and changing information; ensure accuracy and integrity of information. Responsible for employee benefit file maintenance and storage retention requirements.
  • Effectively interpret FMLA and ADA implications as they relate to leaves of absences and disabilities. Process and administer all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA. Make recommendations regarding employee leave policies.
  • Properly record, track and administer the steps needed to comply with COBRA law and appropriately deliver continuation of employee benefits
  • Complete annual reporting for employee benefits: ACA, 401K, Workers Comp, Unemployment, etc.
  • Complete and submit unemployment requests

HUMAN RESOURCES ADMINISTRATION

  • Work with CFO and third-party HR consultant to develop and maintain employee handbook, ensuring organization’s compliance with local, state and federal regulations.
  • Manage the staffing process, including recruitment ad placement, resume and salary review, Predictive Index assessments, and new hire coordination with managers
  • Schedule and maintain electronic employee review dates/records
    • Ensure reviews happen in a timely manner in accordance with company policy as set forth in the Performance Dashboard Plans and Forms in ADP Workforce Now
  • Work with employees to ensure consistent, electronic maintenance updates in ADP Workforce Now personnel records
  • Oversee onboarding process for all new hires
  • Manage year-round internship program from recruitment to placement to monitoring hours and maximum length of time as required by law
  • Oversee offboarding process for all terminated employees
  • Initiate exit survey via SurveyMonkey software
  • Calculate employee cost rates and keep them updated in Workamajig
  • Create and maintain standard operating procedures and checklists to ensure that company policies and procedures are being adhered to. Document and update the payroll procedures accordingly.
  • When employee issues or conflicts arise, notify our third-party HR consultant and collaborate with them to develop a resolution strategy, bringing these issues and conflicts to the attention of the CFO for further review and input
  • Maintain database of all job descriptions
  • Maintain HR files for all employees
  • Maintain all resumes/applications for considered candidates for up to 2 years

  • Current knowledge of payroll procedures and related laws, strong knowledge of statutory regulations.

Requirements

  • 5+ years of experience with corporate payroll processing within a small to medium size company with multi-state locations.
  • 3+ years of working with ADP Workforce Now
  • Excellent understanding of multi-location payroll and taxes
  • Current analyst license for Predictive Index software (or aptitude to complete certification)
  • Proficient with Microsoft Office 365 products
  • BA/BS in Business Administration, Accounting, Human Resources or related field preferred; professional certificates (e.g., CPP, PHR, HRCI, SHRM, ) a plus
