ASRC Federal is seeking a strong Financial and Loan Business Specialist to help support a USDA contract focusing on loans and grants. The candidate will work across domains in the Rural Development Utilities and Housing Markets examining and assesses financial numbers and situations.
Location: Remote (ability to travel if necessary)
Clearance: Must be able to pass a government issued background check
Responsibilities:
- Evaluates electric system's operational and financial characteristics in processing more difficult and complex loans, grants, or mergers.
- Incorporates findings and recommendations in reports and summaries and presents such reports and summaries for Government action.
- Analyze and evaluate proforma financial forecasts furnished in support of electric loan.
- Review financial arrangements from other lenders to determine impact on the RUS financing package.
- Perform analyses of a full range of complex and diversified financial data including but not limited to financial statements, financial forecasts, load forecasts and feasibility studies for electric systems involving cooperatives and commercial corporate entities.
- Conduct special analyses of the management, business, and financial operations of prospective borrowers and grantees, including the review and preparation of loan security reports for corporations, states, territories, municipalities, people's utility districts, cooperatives, or non-profits.
- Recommend procedures for the evaluation of RUS electric borrowers' financial soundness and capabilities to implement major expansion programs utilizing these and other types of financing arrangements for loan security.
- Provide technical guidance and expertise on matters such as complex financial arrangements for the development of loan applications.
- Provide technical review and analysis of borrowers' financial statements to assure compliance with loan and security agreements and to evaluate the performance of the company.
Basic Qualifications:
- Bachelor’s degree in finance, accounting, economics, or a related field
- Minimum of 5 years of relevant work; minimum 3 years of relevant work experience with Master’s degree.
- Prior experience in financial analysis, loan, or grant management.
- Must be able to pass a government issued background check.
- Strong analytical skills: ability to analyze financial data, identify trends, and develop forecasts and projections.
- Proficiency in financial software, such as Excel, QuickBooks, and other financial management systems.
- Strong interpersonal skills: ability to work with all levels of professionals.
- Effective communication skills; strong written and verbal communication.
Preferred Qualification:
- Experience supporting government contracts or federal work experience.
- Experience supporting USDA and/or rural development.
- Must be adaptable and able to work in a fast-paced, constantly changing environment.
- Be able to travel if necessary.
